Speaking at the inaugural plenary session of the fifth convocation of the Legislative Chamber of the Oliy Majlis, Mirziyoyev stated that the parliament should transform into a "true house of the people" and the lower chamber into a "generator of ideas and a platform for healthy competition, debates, and discussions."

To achieve this vision, the president proposed enhancing the guaranteed rights of parliamentary opposition. Among the measures suggested were increasing their guaranteed roles from three to six, assigning opposition members to chair one parliamentary committee and serve as deputy chairs in two others, and granting them the authority to propose at least one issue quarterly during government hearings and parliamentary inquiries.

Additionally, Mirziyoyev highlighted reforms empowering the Legislative Chamber to hold government officials accountable. Members now have the authority to listen to reports from government representatives and recommend their dismissal to the president based on performance evaluations.
