At the meeting, proposals were made by the Government Commission in cooperation with the Prosecutor General’s Office for solving the problems of the affected citizens in 2 cases.
“Aziya Invest Favorit” LLC signed contracts with 1 thousand 106 citizens for the sale of apartments with a total area of 61 thousand 766 square meters, and citizens paid 163.4 billion soums in cash.
To date, 1,060 out of 1,106 citizens have been interrogated by the PGO investigative team as victims, and the authenticity of contracts and payment receipts has been examined. The remaining 46 citizens have not been interrogated yet. Out of 1,106 citizens, 321 (29%) paid 100% of the amount specified in the contract, 202 (18%) paid more than 70%, 298 (27%) paid 50 to 70%, 228 (21%) paid 30% – up to 50%, 51 (5%) citizens paid up to 30%, and 6 citizens did not pay at all.
According to the proposals for solving the problem, 11.4 hectares of free land area was selected from the “Iyk Ota” block of Bektemir district for project work – according to the assignment. At the 1st stage, a project proposal was prepared for the construction of 16 9- and 12-story reinforced concrete cast monolithic houses with 1,104 apartments with a total area of 61,766 square meters on 4.4 hectares of this land area.
In order to reduce the cost of the houses under construction, it is proposed to implement the construction of engineering and communication networks of the massif and improvement works from the republican budget.
A public school with 990 seats will be put into operation this year at the expense of 29 billion soums allocated from the local budget in the assigned area. A kindergarten will also be built in the block.
Proposals from large contracting organizations in the field have been accepted for the construction of multi-storey buildings in this area. Among them, “Uzshahar qurilish invest” company, “Yangi zamon” LLC, “Gold step invest” LLC were selected.
Development of project-estimate documents for the construction of multi-storey houses and carrying out expertise will be completed by October 1 of this year. If the construction work is allowed to be carried out in parallel with the design work, it will start on August 10 this year and the houses will be fully operational by the end of 2024.
The government commission was instructed that the cost of 1 square meter of houses to be built for the affected citizens should not exceed 6 million soums.
Completed houses will be given free of charge to citizens (320) who have paid 100% according to the contract concluded with the previous contracting organization. Citizens who have paid a part of the amount determined under the contract will also be given a house, but will additionally pay for each square meter of the unpaid part of the apartment area in the contract. In case of a change in the total square meter of the apartment purchased by the affected citizens based on the investment contract concluded with the previous contracting organization, an additional payment will be made for each square meter of the construction cost for its increased part.
After the conclusion of the investigative and legal proceedings, amounts paid by citizens who want to get their money back will be returned at the expense of the funds received from the sale of assets identified during the investigation process of the contracting organization.
According to the 2nd option for solving the problem, a project proposal was prepared for the construction of 34 9, 12 and 16-story reinforced concrete cast monolithic houses with 3,120 apartments with a total area of 226,000 square meters on 11.6 hectares of vacant land from the “Iyk Ota” block.
Infrastructure objects will be built from the republic budget (113 billion soums). Construction works will be carried out by “Uzshahar qurilish invest” company, “Yangi Zamon” LLC, “Gold Step Invest” LLC.
The distribution of completed houses to the affected citizens will be carried out in the same way as in the 1st option.
Deputy Minister of Construction and Communal Economy Davron Odilov will be responsible for the housing project and construction works, and Kozim Tulaganov, the head of the control inspection in the field of Construction and Housing and Communal Economy, will be responsible for the quality of construction works.
Until the completion of the construction works, the Government Commission will constantly monitor and resolve problematic issues.
