“Physician who operated on Farhod Mannopov has no qualification category” – Ministry of Health

The blogger suffered a head injury while swimming in the pool, underwent surgery, but fell into a coma and never regained consciousness. According to the Ministry, a number of license requirements and conditions specified in the unified regulation approved by the decision of the Cabinet of Ministers on February 21, 2022 were violated in the provision of medical services to the patient.

In particular, doctor J.K., who served the patient as an anesthesiologist and resuscitator at the Star Med Center clinic, where Farhod Mannopov was operated on, did not have a qualification category. A valid document confirming the qualification category of an anesthesiologist and resuscitation physician has not been submitted.

“The requirements of the license of medical activity require that medical specialists have a higher education in the relevant medical specialty and a valid certificate of qualification category and advanced training. Similarly, Farhod Mannopov’s plastic surgeon turned out to have insufficient experience,” the report reads.

It is noted that the doctor who served the blogger as a plastic surgeon during the operation was E.A. In 2019, he graduated from Andijan State Medical Institute.

Since the specialist’s work experience was less than five years, he was not required to have a qualification category for treatment work, medical activity in the direction of a general practitioner, as well as for providing medical services to patients in an outpatient setting in plastic surgery. However, in order to provide medical services to the patient Mannopov, he had to have at least the first qualification category, the report says.

However, Omad Plus LLC allowed plastic surgeon E.A. to provide medical services to the patient in a situation where he did not have the qualification category.

The Ministry, in addition, stated that the laboratory doctor J.Sh. and the ultrasound examination doctor R.S., who provided medical services to the blogger who was seriously injured in the head and nose, did not present valid documents confirming the qualification categories of the medical specialties in which they operate.

It should be recalled that a criminal case has been opened in connection with the death of Farhod Mannopov under Article 116 of the Criminal Code (failure to properly perform one’s official duties). Six days after blogger’s death, the Ministry of Health released the results of a preliminary investigation into his death.

Allegedly, the patient was given anesthesia for the operation of rhinoseptoplasty, but his condition worsened during the operation and death was recorded. It is reported that the Star Med Center clinic has been temporarily closed since March 11.

However, the clinic continued to work. After receiving a warning letter, the medical institution itself informed the Health Ministry that it has temporarily suspended its work for 10 days.
