The Single Portal portal has published a draft law “On amendments and additions to the Administrative Responsibility Code of the Republic of Uzbekistan”.
The document has been developed by the Ministry of Justice.
Developers of the draft law propose to reduce the amount of some fines.
According to Article 135-1 of the Administrative Responsibility Code, driving vehicles during the period of their use, not provided for by insurance policies for compulsory civil liability insurance of vehicle owners, as well as driving vehicles in violation of the conditions for driving these vehicles provided for by these insurance policies only by the drivers specified in these insurance policies shall result in the imposition of a fine in the amount of one BCA (245 thousand soums). The developers of the document propose to replace the word “one” with the words “one second” – 122.5 thousand soums.
At present, the illegal acquisition or sale by citizens of foreign exchange values entails an administrative arrest for 15 days or the imposition of a fine in the amount of 20 BCAs on persons in respect of whom, in accordance with the above code, administrative arrest cannot be applied, with confiscation of foreign exchange values. The Ministry of Justice proposes to replace the word “20” with the words “from 10 to 20”.
The amount of the fine for violation of the rules of the passport system is planned to be reduced by half.
In addition, the developers of the document propose to reduce the amount of fines for:
- violation of the order of accounting and reporting;
- the use of the telephone by drivers while driving;
- using a monitor (display) while driving a vehicle for viewing television and video programs and unauthorized installation of a monitor (display) on the vehicle.
The disposition of the first part of Article 128-1 of the Administrative Responsibility Code of the Justice Ministry proposes to be stated as follows:
“The use of the phone by drivers while driving (except for using the phone through headphones and other devices that allow hands-free conversations)”.
If the document is approved and enters into force, then the Ministry of Internal Affairs, by December 1, 2021, will be instructed to introduce, within the framework of the unified electronic system for administrative offenses, the procedure for obtaining and verifying information on documents for the right to drive vehicles, a vehicle registration document, an insurance policy for compulsory insurance of civil liability of vehicle owners by employees of the state road safety service through the use of tablets and computers on the basis of a biometric passport or ID-card issued in the Republic of Uzbekistan.
