The document was signed on behalf of the two governments by Ulugbek Lapasov, Uzbekistan's Permanent Representative to the UN, and Abukar Dahir Osman, Somalia's Permanent Representative to the UN.

Both parties affirmed their commitment to enhancing cooperation within international organizations, including the United Nations and its specialized agencies. They also agreed to activate bilateral relations to identify mutually beneficial areas of cooperation in political, trade, economic, and cultural-humanitarian sectors.

The signing of this document is seen as a significant step toward strengthening Uzbekistan's cooperation with African nations.

As a result, the Federal Republic of Somalia became the 157th country to establish diplomatic relations with Uzbekistan. In September 2024, Liberia became the 154th, Togo the 155th, and the Bahamas the 156th country to do so.

In 2024, Uzbekistan established diplomatic ties with 12 countries across Africa, the Americas, and Europe.
