In accordance with the document, 50% of transportation costs for the import of raw materials (flower seedlings, seeds, onions and grafts) by businesses with a share of at least 30% of flower exports in the annual export revenue in 2021-2024 and more than $100 thousand will be covered by the Export Promotion Agency.  

In Andijan, Jizzakh and Namangan regions, 25 “Floriculture training grounds” with an area of   2 hundred square meters will be established. To do this, 0.5 hectares of land will be leased to enterprising entrepreneurs through an electronic online auction (on non-agricultural land) or open electronic tender (on agricultural land).

Until January 1, 2023, a zero rate of customs duty will apply to the import of a number of plants (TIF TN codes 0601 and 0602).

Reportedly, 20 billion soums will be allocated from the Fund for Horticulture and Greenhouses for the establishment of the Association of Florists. This fund was established under the Agency for Horticulture and Greenhouse Development under the Ministry of Agriculture.

The income of the Fund consists of:

- deductions from the state budget equal to 10% of the amount of customs duties (excluding fees for customs clearance) from the import of agricultural products on commodity groups with TIF TN codes 07 and 08;
- 50% of the amount exceeding the starting price of the rights to land plots sold at open auctions of SUE “Center for Electronic Online Auctions” under the State Assets Management Agency;
- loans (borrowings) and grants from international financial institutions, foreign government organizations and other funds not prohibited by law.
