A presidential decree “On additional measures to ensure transparency and improve the efficiency of public procurement” was adopted.
In accordance with the document, from July 5, 2021:
A) relevant cooperative customers:
- When carrying out public procurement, announcements on the conduct of procurement procedures and information on the results of public procurement will be posted on a special information portal and in the mass media;
- In cases where the cost of goods (works, services) exceeds 25,000 BCAs, terms of reference and procurement tender documents will be sent to the SUE “Center for Comprehensive Expertise of Projects and Import Contracts” under the Ministry of Economic Development and Poverty Reduction for a comprehensive examination;
- Annual and quarterly plans-schedules of public procurement, as well as goods (work, services) planned for import, will be considered at a meeting of the supervisory board from the point of view of the expediency of procurement;
B) The existing procedures for the individual implementation of public procurement will be canceled in accordance with the decrees of the President and the Cabinet of Ministers, directly or without tendering, for corporate customers.
The Republican Commission has been established to ensure open and transparent implementation of public procurement. The working body of the commission is the Ministry of Finance.
The following is approved:
- A list of some corporate and budget customers, the public procurement processes of which are subject to separate control;
- Regulation on the Republican Commission for Ensuring the Open and Transparent Implementation of Public Procurements.
Regulatory and legal acts will be developed and adopted for holding a preliminary qualification tender for suppliers, as well as an electronic system for accounting for the movement of commodity-material resources “E-ombor” through the automation of processes in the warehouse management and transport logistics system.
