Turkish company IC İçtaş İnşaat partners with Uzbekistan for Samarkand-Bukhara toll road construction
The Turkish company IC İçtaş İnşaat is planning to participate in the construction and reconstruction of Uzbekistan’s highways, according to the Ministry of Economic Development and Finance.

On January 15, the company’s delegation met with the head of the Ministry of Economic Development and Finance, Jamshid Kuchkarov, and the head of the Road Committee, Jamshid Tursunov. The meeting was also attended by Reha Denemeç, a board member of IC İçtaş İnşaat, and Egemen Ilkin, the director of construction business development.
The parties discussed opportunities for improving transportation infrastructure based on public-private partnership models. The Turkish company’s experience in building roads, bridges, and airports was highlighted.
During the meeting, a memorandum of understanding was signed between IC İçtaş İnşaat and the Road Committee regarding the construction of a new toll road. The road will connect Samarkand and Bukhara via the Navoi region.
The Samarkand-Bukhara toll road project is part of the public-private partnership development program for 2030, approved by the president in August, with an estimated cost of $1 billion. The work is scheduled to start in 2027, with the agreement expected to be signed by 2030.
In October, President Shavkat Mirziyoyev instructed to accelerate the construction of toll roads connecting Tashkent to Andijan and Tashkent to Samarkand. Legislation is being proposed to require an alternative free route between cities linked by toll roads.
Previously, Deputy Minister of Transport Jasurbek Choriyev stated that the Samarkand-Bukhara road is planned to be commissioned by 2032, with a project cost estimated at $4.6 billion.
