Can toll roads be solution to handle traffic jams inside the city?

On April 29, 2019, the presidential decree “On measures for further improvement of mechanisms for attracting foreign direct investments into the economy of Uzbekistan” was published. According to the document, it is determined that toll roads “Tashkent-Andijan” and “Tashkent-Samarkand” will be constructed in the coming years, UzA reports.
According to the plan, it is envisaged that an agreement with the World Bank consulting services on the construction of “Tashkent-Andijan” highway will be made in June 2019. Announcement of the winner of the construction tender and concluding an agreement with it are scheduled for December 2020. Commencement of the project is scheduled for August 2021.
The second line – the construction of “Tashkent – Samarkand” highway is carried out in cooperation with the Turkish consortium of companies “Cengiz Enerji Sanayi ve Ticaret A.Ş”, “KaneH” and “Komm”. It is planned that the project shall kick off in the fourth quarter of this year and be put into operation by the end of 2021.
The main difference between the commercial roads and state-owned ones is that it provides high-quality services to road users and their vehicles. In addition, the speed limit on highways is much high.
Currently, experts of Uzbekistan are studying the experience of the Russian Federation, Belarus, Kazakhstan and other countries. This is a very important matter. Without a legal framework, it is hard to achieve any success.
The use of toll road is regulated by the law “On automobile roads”. Granting a right on preferential use of such routes is determined on the basis of bilateral agreement of the partners.
“Today in the city of Tashkent and several regional centers, we may observe traffic jams on roads at certain times of the day. This problem can be solved by the help of toll roads. But this is not a right solution. Our roads are not being used efficiently. And traffic jams are mostly happening at intersections. This problem can also be solved by building two or three-storey road bridges,” PhD on technical sciences Abduvokhid Yunusov said.
In general, construction of toll roads is a major impetus for the development of tourism. Many people will be provided with jobs, and the country's economy will grow. In addition, this convenience grants drivers an opportunity to choose.
