The construction of the “Tashkent-Samarkand” toll road will begin in 2024, and the construction of the “Tashkent-Andijan” toll road will begin in 2026. This was stated in the presidential decree “On measures to develop public-private partnership in the Republic of Uzbekistan in 2024-2030”.
According to the decree, the following was approved:
- measures for implementation of priority public-private partnership projects in 2024-2026;
- program of projects implemented on the basis of public-private partnership in 2024-2030.
The following are taken into account:
- in order to create additional conditions for convenient and fast car travel between large cities, construction and modernization of at least 1,000 km of modern toll highways, including construction of the Tashkent-Samarkand road in 2024 and the Tashkent-Andijan road in 2026;
- specifying the reduction of annual energy losses by at least two times, signing of contracts providing for the transfer of electricity distribution networks in all regions to private operators by July 1, 2027, and natural gas distribution networks to private operators by the end of 2027;
- in order to save up to 30% additional electricity per year, reaching agreements on the modernization of all obsolete irrigation pumping stations by 2028;
- considering increasing the coverage of clean and constant drinking water supply to 87%, and the level of centralized wastewater supply to 30%, recruiting private companies to modernize and manage drinking water and wastewater networks in each region by the end of 2028;
- in order to establish modern educational institutions with a capacity of more than 400 thousand students and preschool educational institutions with a capacity of more than 300 thousand pupils, starting from 2026, organizing the construction and management of at least 100 schools and 100 pre-school educational institutions every year based on the principles of public-private partnership;
- in order to expand access to medical services based on advanced technologies, building multidisciplinary hospitals serving more than 100,000 patients and placing them under the management of private operators.
