Electronic payments made mandatory for utility and budget organizations

Budget organizations serving the public, utility companies selling gas and oil products, and legal entities renting out property must integrate electronic payment systems and allow customers to make payments through them by July 1, 2025.

The government has adopted a resolution titled "On Additional Measures to Expand the Use of Electronic Payment System Services."

According to the resolution, starting July 1, 2025, budget organizations serving the public, gas and oil product sellers, and legal entities renting out property must integrate electronic payment systems and ensure customers can make transactions through them.

Refusing to accept payments via electronic payment systems will be treated as denying payments through physical terminals, which may lead to penalties under the law.

The Tax Committee, in coordination with the Ministry of Economy and Finance, has two months to submit proposals to the Cabinet of Ministers for legislative amendments based on this resolution.

Additionally, the Strategic Reforms Agency, in collaboration with relevant ministries and agencies, must develop and present to the government a comprehensive action plan by July 1, 2025, aimed at increasing the share of electronic payments for the 2025-2030 period.
