Shavkat Mirziyoyev reviews judicial system digitalization efforts
President Shavkat Mirziyoyev held a meeting focused on enhancing the judicial system, promoting transparency, and advancing digitalization. According to the press service of the head of state, strengthening the judiciary — a key institution that upholds human rights and the rule of law — remains a top government priority.

Over the past eight years, around 70 laws, decrees, and resolutions have been adopted in this area. The material and technical infrastructure of the courts has been enhanced.
Last year, courts handled over 3 million cases, reflecting a rise in the legal awareness of the population. This contributes to the effective resolution of issues faced by citizens and entrepreneurs and the establishment of justice.
Currently, 14 judicial services, including the submission of applications, case status tracking, and access to electronic copies of court rulings, have been digitized. The number of services and users on the portal my.sud.uz continues to grow. To date, approximately 17 million cases have been processed through information systems, with more than 15 million cases assigned automatically, eliminating human intervention.
Additionally, as of November 1, 2024, the internal document flow of courts has been fully transitioned to electronic format, saving 638 billion UZS from the state budget within a short period.
Efforts to improve the judicial system and enhance the efficiency of court operations must continue. Notably, the introduction of features such as predictive analysis of potential case outcomes and estimated court expenses, the creation of a virtual legal assistant for citizens, as well as online monitoring and electronic payment of court-imposed fines, will enhance accessibility and convenience within the judicial system.
With the development of artificial intelligence technologies, many new possibilities can now be implemented.
In this regard, the meeting focused on measures to increase digitalization in courts.
Under the proposed initiatives, to achieve a complete transition from paper-based to digital documentation, a phased shift to a fully digital judicial process is planned under the "Digital Court" concept.
To implement these measures, an Information Technology Center will be established under the Supreme Court. This center will focus on developing the necessary information systems and software, implementing artificial intelligence, and ensuring cybersecurity in judicial processes. Electronic data exchanges between courts and business entities will be set up to expedite case reviews.
The head of state emphasized the importance of integrating judicial information systems with relevant organizations, stressing that people should experience tangible benefits from these reforms. Accordingly, directives have been given to expand digitalization and effectively interlink law enforcement databases with the judicial system.
Each year, courts review approximately 1 million undisputed cases. Last year alone, civil courts handled nearly 200,000 cases related to utility bill debts. However, such matters could be resolved at the notarial level. In light of this, a proposal was made to transfer the handling of undisputed cases to the relevant state agencies.
According to the country’s Constitution, the Supreme Court holds legislative initiative rights. Therefore, it was noted that regular analysis should be conducted on key issues related to business, investment, infrastructure, land matters, taxation, lending, and labor relations. Corresponding proposals should be submitted to the government on a monthly basis and to parliament quarterly.
The importance of aligning judicial legislation with international standards, bringing the judiciary closer to the people, and improving its funding was also highlighted.
Discussions included the reform of the economic court system and the establishment of uniform judicial practices within it.
Officials were instructed to increase the number of court buildings and create necessary conditions for citizens.
Additionally, measures will be taken to enhance judges’ qualifications, particularly in information technology, and to strengthen the training of young specialists in line with modern requirements.
