Over 1 trillion UZS collected in traffic fines last year — Where does it go?

According to Sherzod Ibragimov, the head of the Road Traffic Safety Service, nearly 20 million traffic violations were committed by drivers in Uzbekistan in 2024. Aziz Rahmatullaev, another official, stated that the total amount raised from fines exceeded 1 trillion UZS. Kun.uz reporters asked the authorities how much of this money is being allocated for road repairs.

On February 25, a press conference was held at Agency for Information and Mass Communications about the amendments to the Administrative and Criminal Codes, which aim to improve road traffic safety. The leadership of the Ministry of Internal Affairs' Road Traffic Safety Service was present. During the event, Sherzod Ibragimov, head of the Road Traffic Safety Service, shared some key statistics related to the sector.

"In 2024, the number of vehicles in Uzbekistan increased by 600,000, and the population grew by 1 million. Despite this, the number of road traffic accidents (RTAs) has decreased. Uzbekistan ranks second in the CIS, after Azerbaijan, for having the lowest number of RTAs per 100,000 people.

"In 2024, nearly 20 million traffic violations were committed. Of these, more than 38,000 drivers committed 10 or more violations in the year. These drivers were responsible for 46% of the RTAs that occurred.

"In Uzbekistan, over 5 million vehicles are registered, with more than 1.25 million drivers who have never violated any traffic rules," said Ibragimov.

Additionally, Aziz Rahmatullaev mentioned that the total amount of money collected from fines in 2024 exceeded 1 trillion UZS, which is approximately $78 million.

Kun.uz reporters asked how much of the fine money is allocated for road repairs and how it is distributed.

"The fine system is related to violations of traffic rules by the driver, rather than the condition of the roads," said Ibragimov. "I'm not sure how much this issue is directly related to our discussion."

According to Azizkhon Murodov, an official of the Road Traffic Safety Service, the money from fines goes into the national budget, and the Ministry of Finance determines how and where it is allocated.
