The decree took into account a notification from the governor's first deputy, dated January 14, 2025, and a letter from the region's Department of Economy and Finance, also dated January 14, 2025. The allocation was made to reward the recipients for their achievements and for carrying out their assigned duties conscientiously, efficiently, and in a timely manner. A total of 661 million 250 thousand UZS was designated for this purpose.
Specifically, 201 million 250 thousand UZS were allocated to reward seven of the governor’s deputies, 28 million 750 thousand UZS were allocated for the reward of the governor’s deputy responsible for family and women's issues (who is also the head of the regional Department of Family and Women), and 431 million 250 thousand UZS were allocated to reward the heads of Termez city and district administrations.
The regional administration's decree inappropriately marked the document with the label "For Service Use." Additionally, some details were concealed under the label "personal."
According to Article 5 of the "Law on Transparency of the Activities of State Power and Administration Bodies," information about the use of budgetary and extra-budgetary funds by state agencies must be made publicly available. This indicates that, in line with the legislation, this decree, being related to budget allocation, should have been disclosed transparently.
Interestingly, despite the significant sum allocated for these rewards, the regional administration has an outstanding debt of 48 million 795 thousand UZS across 12 executive orders, some of which have remained unpaid for several years.
This reward allocation does not necessarily indicate the economic prosperity of the region. In fact, in 2024, the region's local budget revenues amounted to 3.1 trillion UZS, while expenditures reached 4.9 trillion UZS, resulting in a deficit of 1.8 trillion UZS. In 2025, it is anticipated that inter-budgetary transfers from the national budget to the regional budget will total 2 trillion 62 billion UZS.
