Key proposals
Restriction on low-grade fuel:
The program proposes banning the use and sale of motor fuel below Euro-4 standards by the end of 2025. This measure is expected to improve air quality and reduce pollution.
Phasing out mazut in power generation:
The use of mazut as a fuel for heating and electricity production facilities is to be prohibited across all regions. Exceptions will apply only for emergency purposes with approval from the Cabinet of Ministers.
Environmental measures for major cities:
From May 1, 2025, new industrial projects in Tashkent, Nukus, and other regional centers will face restrictions. Prohibited industries include:
- Asbestos and cement production;
- Tanneries and poultry farms;
- Coal-burning facilities without advanced filtration systems;
- Hazardous waste processing plants;
- Non-ferrous metallurgy plants and facilities handling toxic chemicals.
Existing high-energy consumption facilities falling under these categories may be relocated outside major cities.
- Plastic waste management:
- By November 1, 2025, producers and importers of plastic-packaged goods will be required to establish systems for waste collection and recycling. Alternatively, they may opt to pay a utilization fee.
The proposed restrictions build upon earlier commitments, including a 2024 presidential decree targeting a ban on mazut use in Tashkent and adjacent areas by 2030 and a phased restriction on sub-Euro-4 fuels by 2028.
Public consultations on the current draft will remain open until January 22, 2025.
