Uzbekistan introduces electronic employment contracts
The introduction of electronic employment contracts is now underway in Uzbekistan, with both employers and employees required to validate the contract within the system using an electronic digital signature (EDS). The legislation establishes the procedure for entering into electronic contracts, and the corresponding decree was issued by the Cabinet of Ministers on December 27, 2024.
This document amends the regulations governing the Unified National Labor System (UNLS), originally adopted in December 2019. According to the amendments, electronic employment contracts will be generated directly within the UNLS platform.
The electronic contract must be signed by both the employer and the employee using their electronic digital signatures through their personal accounts. Additional agreements will also need to be authenticated with EDS.
All employers are mandated to enter into electronic employment contracts via the UNLS platform and to register paper contracts within the system. Exceptions will be made for organizations with confidential staffing lists and employers in the national security sector.
Since 2020, the government has required the online registration of employment contracts in the electronic system. At that time, electronic employment books with open access for employees were introduced, enabling the addition of information regarding previous workplaces.
