According to the document, only legal entities – residents of Uzbekistan – can operate as electronic commerce operators (such as electronic trading platforms, order aggregators, and digital streaming service operators).
In this case, a legal entity (or individual entrepreneur) that does not assume any obligations through electronic contracts or agreements and is limited to providing information or details about goods (works, services) and digital products to users through its information resource or platform is not considered an electronic commerce operator.
Starting from July 1, 2025, the activities of electronic commerce operators will be carried out on a notification basis. Entities operating in this field must comply with the following conditions and requirements:
- Register as a legal entity in Uzbekistan;
- Comply with laws on electronic commerce, personal data protection, copyright and related rights, consumer protection, advertising, and other legal requirements;
- Provide information regarding the activities of electronic commerce operators to the authorized body free of charge upon request;
- Comply with retail trade regulations;
- Ensure the existence of an information system that provides the necessary level of service to electronic commerce participants, and other requirements.
