In the next episode of the Conversation project on Kun.uz, Eleanor Kramers talked to the Swiss ambassador to Uzbekistan Konstantin Obolensky. During the interview, the Swiss diplomat discussed the evolving relationship between Switzerland and Uzbekistan, emphasizing bilateral cooperation, ongoing reforms, and cultural exchange. Speaking ahead of the upcoming Swiss Days event in Tashkent, he highlighted key priorities and initiatives that underscore the mutual growth and engagement between the two nations.
A growing partnership
Since his arrival in 2021, Ambassador Obolensky has witnessed Uzbekistan's rapid transformation, particularly in its capital, Tashkent. "We are truly impressed by the changes, both economically and infrastructurally, as well as by the government's ongoing reform agenda," he remarked.
Diplomatic ties between the two countries date back to 1993, when Switzerland opened its embassy in Tashkent, recognizing Uzbekistan’s strategic importance in Central Asia. Since then, collaboration has extended to various sectors, including finance, development, and regional stability. Switzerland also leads the constituency that represents Uzbekistan in major international financial institutions such as the World Bank and the European Bank for Reconstruction and Development (EBRD).
Restitution of funds: A model for global cooperation
A significant recent development in Swiss-Uzbek relations is the restitution of funds of criminal origin, confiscated by the Swiss judiciary. Ambassador Obolensky explained that these funds are being reinvested in Uzbekistan to benefit its population, particularly in the health and education sectors. Projects overseen by the United Nations focus on maternal and child health and the digitalization of education.
"This innovative model ensures transparency and effectiveness," the ambassador said, adding that the approach could serve as a template for other nations dealing with similar restitution cases.
Spotlight on Swiss Days 2024
From November 23 to 27, Swiss Days will return to Tashkent, showcasing Swiss expertise in business, innovation, and culture. Under the theme “Quality, Innovation, Reliability,” the event will feature exhibitions, business forums, and an art installation by renowned Swiss artist Annabelle Schneider.
The art installation, Breathe With Me, will be unveiled at Tashkent City Mall, promoting well-being and urban relaxation. The ambassador described the event as "a platform to deepen bilateral ties and foster dialogue," with Swiss companies engaging in sectors such as pharmaceuticals, water management, engineering, and agriculture.
Education and innovation
Education remains a cornerstone of Swiss-Uzbek cooperation. Ambassador Obolensky highlighted the Swiss education system’s global reputation for excellence, which is rooted in its innovative approach and collaboration with industries. He also pointed to Switzerland’s long-standing investment in research and development, emphasizing the importance of fostering a knowledge-based economy.
During Swiss Days, the Swiss Learning initiative will introduce Uzbekistan’s youth and professionals to premium Swiss educational opportunities. “Education has always been Switzerland’s greatest resource,” the ambassador said, noting the absence of natural resources in the country.
Healthcare and economic opportunities
Swiss healthcare companies like Roche and the MESCA Foundation will also participate in Swiss Days. These firms are bringing cutting-edge solutions to Uzbekistan’s reforming health sector, from cancer treatment to eye disease prevention.
Ambassador Obolensky sees vast untapped potential in the economic relationship between the two nations. "Swiss companies bring high-quality, sustainable solutions that can significantly support Uzbekistan’s infrastructure and economic development," he noted.
Looking ahead
As Uzbekistan continues its reform journey, Ambassador Obolensky emphasized the importance of a stable and supportive environment for business and governance. “Switzerland is committed to helping Uzbekistan manage its natural resources, strengthen governance, and support its people,” he said, adding that the collaboration reflects Switzerland’s altruistic approach to global development.
With events like Swiss Days fostering mutual understanding and showcasing Swiss innovation, the partnership between Uzbekistan and Switzerland is poised for greater achievements in the years to come.
