The agreement, signed on May 18, 2023, in the city of Xi'an during President Shavkat Mirziyoyev's visit to China, outlines the framework for safeguarding confidential information shared between the two nations. It consists of 19 articles and designates Uzbekistan’s State Security Service as the authorized body responsible for implementing the agreement.

Under Article 15, the agreement is set for an indefinite period and will come into force once the final notification of the completion of internal state procedures is received from both sides.

The agreement focuses on the mutual protection of classified information in all forms and includes provisions for aligning confidentiality classifications based on each country’s national legislation. It specifies levels of confidentiality such as “of particular importance,” “top secret,” and “secret,” and outlines protocols for the protection, transmission, and use of sensitive information.
