One of the priority objectives of the Strategy is to develop “immunity against drug addiction” among the population, especially women and youth, and an uncompromising attitude towards the consumption of psychotropic substances among students.

Along with this, the document is aimed at developing a system for providing drug treatment to the population, treating drug addiction and medical and social rehabilitation, eliminating illegal forms of drug trafficking, controlling the practice of using narcotic drugs in medical institutions and pharmacies, as well as the development of research activities in the field of drug addiction treatment and combating drug crime.

At the same time, a State Commission for Control of Narcotic Drugs has been formed, chaired by the Prime Minister.

It will organize the implementation of the Strategy, critically study its implementation, as well as coordinate the fight against illicit drug trafficking and identify effective measures for the early prevention of drug addiction among the population.

The National Drug Control Center has also been established under the Presidential Administration. Its main tasks:

-  study of the drug situation by region, identification and forecasting of main factors and trends;
-  development of proposals for improving legislation;
-  assessment of the effectiveness of measures applied by government officials;
-  establishing cooperation with foreign government agencies and international organizations.

It is emphasized that the implementation of the adopted decree will serve to timely prevent illicit drug trafficking in the republic, eliminate factors that negatively affect the health and gene pool of the population by creating “immunity” to drug use, developing effective measures in organizing a modern system of medical treatment for drug addicts and ensuring their strict execution.
