Service at the registration and diagnostic centers will be automated and swift.
Initially, vehicles arriving for state services will move along designated lanes at the entrance.
Stationary cameras will capture each car's license plate and match it with a unified information system.
Vehicles with debts or prohibitions will be directed to the administrative building via a separate lane. Other cars will join an electronic queue and proceed to the next section.
The State Inspector for Road Safety will verify the conformity of the vehicle's engine and body numbers with the documents and carry out electronic registration.
An employee of the diagnostic center will assess the amount of harmful substances a vehicle emits into the environment. The driver will then receive an SMS notification for payment.
The vehicle will be directed to a waiting area for the next stage. When its turn comes, it will be guided to a special corridor to receive the ready documents.
Subsequently, based on the results of the environmental inspection, a sticker (decal) of red, yellow, or green color will be applied to the car's windshield. It is noted that the entire process will take about 15 minutes.
In the future, based on the current environmental situation, the city area will be divided into several ecological zones wherein entry into certain ecological zones will be restricted depending on the level of harmful substances emitted by the vehicles (as indicated by the color of the sticker). Thus, only cars with a green sticker will be allowed into green zones, and so forth.
If drivers fail to adhere to this rule, violators will be fined through automated cameras. The funds collected will contribute to improving the ecological state of the area.
For the system to function fully, approximately 100 automatic air monitoring stations are planned to be installed across the country. In addition, 84 registration and diagnostic centers, as well as 216 district offices of the Road Safety Services, will be equipped with modern diagnostic equipment.
Moreover, practical measures will be taken to encourage the public to purchase electric cars, including reducing the fee for issuing license plates for this category of vehicles.
