From January 1, 2024, old-style driver’s licenses will be considered invalid. Drivers who do not have time to renew their license will be fined 330,000 soums according to Article 13 of the Administrative Responsibility Code (driving vehicles by persons without documents stipulated in the traffic rules).

To replace the license, it is possible to contact the traffic safety departments throughout the country and the public service centers of the Ministry of Justice. Citizens should go there with an old driver’s license, a car technical passport and an ID card.

An application for replacing a driver’s license can be submitted online at the Single Portal (my.gov.uz). The process is fully automated – ready-made licenses can be obtained from the selected state service center or by mail within two working days (for an additional fee of 25,000 soums).

In October 2017, new driver’s licenses and technical passport were introduced in Uzbekistan. Initially, it was planned to complete the exchange of certificates and technical passport by December 31, 2020. In the spring of 2020, the period was extended for one year, then in November 2021 – until the end of 2022, and again in April 2022 – until the end of 2023.

It was noted that at the beginning of 2023, more than 2 million driver’s licenses and more than 557 thousand technical passports were not replaced with new ones.

According to the Traffic Safety Department, as of December 16, 13,631 driver’s licenses have not been replaced with new ones.
