On May 25, the presidential decision "On the establishment of public secondary schools on the basis of public-private partnership in Tashkent city and Tashkent region in cooperation with the Asian Development Bank" was adopted.
According to it, in 2023-2024, the construction of one school in Yangihayot district of Tashkent city, 5 schools in Zangiota district of Tashkent region, 2 schools in Urta Chirchik district, 3 schools in Kibray district, and 2 schools in Tashkent district - a total of 13 schools were planned.
According to the information, the bank will allocate $1.1 million to project participants for technical service and development of tender documents, subject to return. Therefore, $150,000 will be returned to the bank from the state budget, and $950,000 will be returned to the bank by private partners.
The Ministry of Preschool and School Education was assigned as the state partner for the establishment of new general secondary schools. The private partner will be determined based on the results of the international tender. The first tenders are scheduled to be announced in August this year.
Through the tender, an agreement on PPP will be concluded for the construction, equipping and operation of schools without the right to manage them later.
The private partner will design, build and equip the schools with its own funds and loans. The Ministry will organize the educational process in the schools entrusted with the funds provided by the state budget and legal documents.
It is noted that a total of 67.55 hectares of agricultural land was allocated from the Tashkent region for the construction of new schools. Therefore, 66.98 hectares are irrigated land plots. According to the document, these irrigated lands will be transferred from the category of agricultural lands to the category of settlements.
For information, the draft decision on the construction of schools based on PPP in Tashkent city and Tashkent region in cooperation with ADB was announced in August 2020.
Last week, it was announced that the European Bank for Reconstruction and Development will build 15 schools in the Valley regions with its funds of $55-75 million.
