History of the problem
In 2018, entrepreneur Intizor Abdalniyozova, the head of “Doston Akfa Plus” LLC, which installed 3 elevators and door-frames for the State Committee of Automobile Roads, has not been able to receive the service fee worth 270 million soums for the work performed for 4.5 years.
The leaders of “Yangiyo‘lqurilish” UE, which held the tender competition, are refusing to fulfill their contractual obligations, saying that the elevator and door-frames have been submitted to the Committee of Automobile Roads, and the committee simply recommends that the businesswoman should contact those with whom she made a contract.
Court decisions in favor of the entrepreneur come to the BCE and become ordinary papers. The director of the bureau, Khasan Kabirjonov, recommended that instead of focusing on the execution of the court decisions, the entrepreneur should “compromise with the Committee of Automobile Roads”.

After the article published in Kun.uz, officials of the State Committee of Motorways contacted the businesswoman on November 21 and informed her that she would withdraw her appeal to the editors and the debt would be paid by the evening. However, the businesswoman said that she could not do so, and they would solve everything within the law. On the same day, the press secretary of the chairman of the committee called the Kun.uz editor-in-chief and asked to delete the article from the site instead of commenting on the situation.
In the meantime, the representatives of “Yangiyo‘lqurilish” UE went to the entrepreneur’s house and told her that the money will be paid, if only the article on the Kun.uz website is deleted.
On November 23, debt in the amount of 90 million out of total 270 million soums was received in the account of “Doston Akfa Plus” LLC. After that, officials of “Yangiyo‘lqurilish” UE informed her that the rest of the money will be paid on the condition that she deletes the critical article published on the site. They did not forget to tell Abdalniyozova that the chairman of the committee, Abdurakhmon Abduvaliyev, is currently on an Umrah pilgrimage, and this issue must be closed until he returns.
After the article, on November 21, Intizor Abdalniyozova was summoned to the General Prosecutor’s Office. The officials who received the businesswoman announced that on November 22, she will be received by Deputy Prosecutor General Svetlana Artikova on the instructions of Nigmatilla Yuldashev. However, Artikova did not accept her on the said day. On Wednesday, November 24, Intizor Abdalniyozova was received by other officials of the Prosecutor General’s Office, but according to her, no clear solution to her problem was given at the meeting.
After that, the businesswoman was summoned to the Tashkent city prosecutor’s office. There they told her that Committee of Automobile Roads wants to pay off the debt of 270 million soums in the form of cash, that is, in the form of 15 thousand US dollars and 90 million soums. The businesswoman refused this offer, saying that the money should be transferred to the bank account.

Responding to the critical article, the BCE Information Service stated that based on the court’s executive orders and the decisions of the regional tax department, there are 321 million soums of tax debt, 28 million soums of state duty from the debtor “Yangiyo‘lqurilish” UE, as well as executive documents for debt collection of 4.3 billion soums in favor of a total of 16 enterprises.
4 special technical equipment belonging to the debtor were registered, valued at 4 billion soums in total, and put up for sale at online auctions. The proceeds from the sale will be distributed among the collectors in accordance with the procedure established by law, the statement reads.
Another state committee chairman uses an unpaid elevator
Intizor Abdalniyozova did not receive the full payment for the elevators she installed in the central building of another state committee, apart from Committee of Automobile Roads. One of the elevators she installed is also used by the chairman of the committee. And most importantly, the chairman knows very well that the elevator has not been paid for.
