More than $3.1 million in state funds looted, spent illegally by road industry officials in Uzbekistan

At the joint meeting of the defense and security committees of the Legislative Chamber and the Senate, the state of spending funds allocated for the development of the road sector was discussed.

Special attention at the meeting was paid to the data provided by the Ministry of Finance, the Prosecutor General’s Office and the Chamber of Accounts on the number of problems and shortcomings in spending the funds allotted to the road industry in the country.

According to the State Financial Control Inspectorate under the Ministry of Finance, in 2021-2022, 34 billion 575 million soums of funds were spent ineffectively and illegally in 45 cases.

Reportedly, in 2021 and in the first half of this year, the prosecutor’s office conducted 20 inspections in regional departments, submitted 6 reports on cases of violations of the law detected during control activities and issued warnings to 12 officials. 11 people were disciplined and 21 people were brought to administrative responsibility, 12 criminal cases were initiated in connection with gross violations of the law.

“After the approval of the road work programs, the number and value of long-term projects increase due to the addition of extra objects to them during the year. The non-commissioning of these facilities for years is having a negative impact.

The prices of the structures are several times higher than their initial value, the quality of construction, reconstruction, repair and maintenance of highways is bad, the budget funds are used inefficiently, and costs are increasing sharply,” the report said.

It is noted that the construction of facilities continues for years, and due to this, the prices of construction materials in the project-estimate documents increase several times, so the cases of cancellation of the contracts concluded between the customer and the contracting organizations are also increasing.

At the end of the discussion, instructions were given to the relevant ministries and departments to eliminate the noted problems, and a joint decision of the defense and security committees of the Legislative Chamber and the Senate was adopted.
