Uzbekistan to establish a regulator of electric power sector

Deputy Prime Minister Jamshid Kuchkarov in his speech at the Legislative Chamber of Oliy Majlis on July 22 spoke about the planned work in the field of energy.

“I would like to give brief information about the work being done in the field of energy and natural gas. The work in this regard does not stop. First, we transferred the functions of gas purchase and sale of Uztransgaz JSC to the newly created UzGasTrade organization. By 2026 or 2027, we will move to the wholesale market in the gas sector.

Freeing Uztransgaz from the functions of gas purchase and sale should stabilize its financial situation. This allows to improve the infrastructure.

We want to do the same thing in the field of electricity. It is planned to release the “National Electric Networks” JSC from the function of buying and selling electricity. As in the gas sector, a special organization named “Power Trade” (the name has not yet been officially confirmed) will be established. This frees “National Electric Networks” JSC from additional functions.

A regulator will be established in the field of electric energy, licensing of activities of energy market participants and compliance with current legislation will be monitored. In other words, this regulator regulates the activities of all participants in the market, as the Central Bank controls the activities of commercial banks,” Kuchkarov said.

It should be recalled that in 2023, in 14 districts and cities, it is planned to establish private retail electricity trading companies that will sell electricity to consumers as an alternative to “Regional Power Grids” JSC.
