Russian lawmakers propose higher charges for migrant work permits
The Russian State Duma will begin reviewing draft laws aimed at introducing additional state fees for migrants, said Vyacheslav Volodin, Speaker of the State Duma.

“This week, we will start reviewing draft laws that introduce new state fees for migrants,” he wrote on social media.
Specifically, the following charges are being proposed:
- 4,200 rubles for issuing or renewing a work patent for a foreign national or stateless person;
- 4,200 rubles for extending the validity of a work permit;
- 2,100 rubles for issuing duplicates of patents or work permits, or making changes to them.
“The majority of foreign citizens come to Russia to earn money. Those arriving from visa-free countries obtain work patents, which typically cost 8,000–10,000 rubles per month and are valid for up to one year. After that, they must repeat the patent application process. Migrants from visa-required countries apply for a separate work permit,” the Speaker added.
Volodin also noted that several other new or increased fees for migrants are being proposed. These include fees for:
- Registering a foreign citizen or stateless person at their place of residence;
- Extending a foreigner’s period of temporary stay in Russia;
- Vehicle registration and other administrative services.
“All of this is aimed not only at increasing budget revenues but also at strengthening oversight over migrants and determining their actual places of residence. This, in turn, will help reduce the level of illegal migration. We are continuing our efforts in this direction,” Volodin concluded.
