High growth observed in domestic market following abolition of fee for purchase of a car

According to the analysis of the Center, in January 2022, 113.2 thousand vehicles were registered. This figure is 126.4% higher than in January 2021 and 138.4% higher than in January 2020. At the same time, compared to December 2021, the growth rate was 96.5%.

In January, the number of cars purchased in the primary market amounted to 27.9 thousand. Since the beginning of the year, car sales have increased by 2.7% compared to December 2021.

Experts attribute the sharp increase in the number of car registrations to the complete abolition of the fee for the purchase of vehicles from January 1, 2022 and the establishment of a state fee for notarization of the contract of sale at 3 BCAs (810 thousand soums).

Secondary market

It was noted that until January 2022, citizens preferred to draw up a “general power of attorney” to avoid excessive costs in the state registration of contracts for the purchase and sale of cars purchased on the secondary market. As a result of amendments to the legislation, citizens who previously purchased a car under a “general power of attorney” began to register the vehicle under their own name.

“The growth of the market was mainly due to the sale and purchase of used cars. The number of cars purchased in the secondary market reached 85.3 thousand (an increase of more than 180% compared to December 2021),” the CERR said in its report.

The regions with the largest number of registration of vehicles purchased on the secondary market are Tashkent – 13.6 thousand (in December 2021 – 2.1 thousand), Samarkand – 9.7 thousand (3.7 thousand), Fergana – 9 thousand (2, 9 thousand), Namangan – 8.1 thousand (2.7 thousand), and Andijan – 7.2 thousand (2.3 thousand) regions.

The number of registrations of new vehicles increased significantly in Samarkand (95.6%), Surkhandarya (89.4%), Navoi (75.4%) and Fergana (60.5%) regions, while these figures declined in Tashkent (-44.7%). %) and in Tashkent region (-0.9%).

In addition, the number of contracts for the purchase and sale of “foreign brands” amounted to 1.9 thousand, a decrease of 41% compared to December 2021 (an increase over January 2021 – 71%).

President Shavkat Mirziyoyev held a meeting on the development of the machine-building industry in Uzbekistan on 14 February, during which he noted the need to produce 160,000 cars in the first half of the year and 275,000 – by the end of the year to meet domestic demand.

At the same time, the President instructed the Cabinet of Ministers to submit a draft resolution on reducing the customs duty rates for imported cars by 2 times – from 30% to 15% within 3 days.
