About 77 trillion soums to be allocated for developing social infrastructure over next three years

The presidential decree on the program for development of social and industrial infrastructure of Uzbekistan for 2022-2024 was adopted. A total of 76.8 trillion soums will be allocated for its implementation, including 23.8 trillion soums in 2022. This year, the largest investments will be directed to the social sphere (5.9 trillion soums), defense agencies and the closed sector (4.5 trillion soums), construction of important facilities (3.9 trillion soums), road and transport infrastructure (2.7 trillion soums).

On January 22, the President signed a resolution No. 98 “On measures to develop social and industrial infrastructure of the Republic of Uzbekistan in 2022-2024”.

According to the document, a program for developing social and industrial infrastructure of Uzbekistan in 2022-2024 was adopted.

Within the framework of the program for the next 3 years for developing social and industrial infrastructure, a total of 76 trillion 881 billion soums (at the CB exchange rate on January 24 – $7 billion 89 million), in 2022 – 23 trillion 790 billion soums, in 2023 – 25 trillion 17 billion soums, in 2024 – 28 trillion 74 billion soums will be allocated. The targets for 2023-2024 have been clarified in the formulation of budget parameters.

In 2022, the funds will be allocated in the following areas:

  • Social spheres – 5.9 trillion soums;
  • Engineering and communication networks – 1.3 trillion soums;
  • Road and transport infrastructure – 2.7 trillion soums;
  • Irrigation and land reclamation – 1.5 trillion soums;
  • Construction and reconstruction of administrative-territorial, engineering-infrastructure, as well as especially important and classified facilities – 3.9 trillion soums;
  • Other areas, including closed units and defense agencies – 4.5 trillion soums;
  • Improvement of land, water and road infrastructure around tourist facilities – 300 billion soums;
  • Projects implemented under the “Obod Qishloq” and “Obod Mahalla” programs – 3 trillion soums;
  • Construction, overhaul and reconstruction of airport complexes – 530 billion soums.

Among the tasks for the next 3 years are:

  • Higher education institutions with 54,230 educational seats and 8,358 beds;
  • General education, creative and specialized schools with 259,101 educational seats, 248 gyms;
  • Pre-school educational institutions with 88,310 seats;
  • Healthcare facilities with 24,213 beds.

According to the document, the Republican Commission for Development of Social and Industrial Infrastructure was established. The commission coordinates the activities of ministries, departments, business associations and local governments participating in the program.

It is prohibited to direct the planned funds under the programs to cover borrowings from domestic sources, foreign loans and interest payments on them, as well as the allocation of loans for the construction of facilities. At the same time, within the framework of the relevant decisions made earlier, the principal and interest payments on loans will be reimbursed from the funds planned in the national budget to service public debt.

Target lists of design, construction, reconstruction and equipping of office facilities, which are off-budgetary funds of budget organizations, will be agreed with the Ministry of Finance and the Ministry of Economic Development and Poverty Reduction by April 1 each year.
