“Burchmulla” Forestry in the system of the State Committee for Forestry held a tender for the purchase of cypress trees. It was attended by three participants – all three companies are owned by the same person. In one of the previous competitions of the farm, the winner was the company owned by the manager’s son.
“Burchmulla” State Forestry Enterprise (SFE) has announced a tender for the purchase of seedlings for landscaping in the Kaynarsoy complex.
According to the results of the tender, “MTM Ta’minot” LLC selected a 2.5-3-meter cypress tree for 270,000 soums each, for a total of 1,640 seedlings, and signed a contract. The contract value – 442.8 million soums.
“Munis Kelajak Iqbol” PE (offering 275,000 soums for each cypress tree) and Mega Baraka Sof LLC (offering 300,000 soums for each cypress tree) also participated in the tender.
According to the davletovuz Telegram channel, all three companies belong to the same person – Egamberdiev Ravshan Valiyevich.
Another enterprise owned by the same person, “Erv Sultan Tomorqa Xizmati” LLC, delivered camel timber worth 377.4 million soums to the “Burchmulla” State Forestry in May.
Davletovuz drew attention to another situation. As it turned out, in another competition held by the “Burchmulla” Forestry in May 2021, the enterprise owned by the farm manager’s son won.
“Khojimurod-Abduvali ugli” farm was selected as a supplier for black spruce and camel tree worth 203.6 million soums for the purchase of seedlings for landscaping in the Kaynarsoy complex. This farm belongs to Abdujalilov Abduvali Abdur. Allegedly, he is the son of Abdujamilov Abdukarim Abduraimovich, head of the “Burchmulla” State Forestry Enterprise.
It should be noted that the “Burchmulla” SFE belongs to the Tashkent regional forestry department.
Kun.uz asked Otabek Ashurov, spokesman for the State Forestry Committee, to comment on these issues. The committee’s official said relevant information would be provided soon.
In an interview with Kun.uz, Deputy Finance Minister Odilbek Isakov noted that the participation of 3-4 companies created by one entrepreneur in an auction or tender to ensure openness and transparency in public procurement, and the victory of one of them, does not mean real competition.
Therefore, it was stated that affiliates (a group of formally attached persons) in this process are prohibited from participating in a single lot.
The new version of the law “On public procurement” identifies four government agencies responsible for public procurement. These are the Ministry of Finance (as a regulator), the Accounts Chamber, the Prosecutor’s Office and the Anti-Corruption Agency.
Earlier, it was reported that budget customers across the country violated the requirements of the laws “On public procurement” and “On competition” in 458 tenders worth 141 billion soums.
