Prosecutor General’s Office not to institute criminal proceedings against Shukhrat Ganiyev

The Prosecutor General’s Office studied the audio recordings, distributed on social networks, in which the khokim of Fergana region Shukhrat Ganiyev demands a subordinate to recite a memorial prayer to a blogger.
It should be recalled that on December 10, an audio recording went viral on social networks, in which Shukhrat Ganiyev criticized the situation in the region. The regional khokim spoke about the problems of electricity and gas, as well as about the latest events in the Kuva district (people protested on the street and blocked the road, demanding gas and electricity). According to eyewitnesses on social networks, as a result, a traffic jam formed on the road. Then local residents demanded a meeting with the khokim of the region.
Shukhrat Ganiyev criticized Ravshan Kurbanov, the khokim of the Kuva district, for “not reciting a memorial prayer” to the blogger, who posted a video on social networks about the protests in Kuva.
The press service of the Fergana regional administration stated that the audio recording is fake.
As reported in the press service of the supervisory body, on December 2 during a meeting, the khokim of Fergana region Shukhrat Ganiyev really used offensive language and insulted people. However, according to the PGO, prosecutors do not see a real threat to human life in the khokim’s speech.
The Prosecutor General’s Office decided to just send a letter to the government to consider the issue of bringing the Fergana khokim to disciplinary liability for using a foul language but not for threatening the blogger.
Previously, Shukhrat Ganiyev also received a three-month probationary period and a strict warning.
