Ambassador: Promising gas and electricity supply to voters is not what a deputy should do
How correct is it for candidates to make promises to voters? What should be the future parliament? Who deserves to be a candidate? What should parliamentarians do? Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to Turkey Alisher Azamkhodjayev at an exclusive interview for Kun.uz readers answered these, and many other questions.

- What should be done in the legislative practice of Uzbekistan in the preparation of new regulatory documents? You have experience in this area, parliamentary elections will be held soon. What are your wishes for the new composition of deputies?
- The classic parliament performs 3 main tasks. It includes:
• Lawmaking;
• Budget (distribution and control);
• Monitoring the implementation of laws.
If members of parliament do not have sufficient knowledge in these areas, we should not elect them.
Alisher Azamkhodjayev, who was a deputy of the Supreme Council of Uzbekistan in 1990-1994, said that candidates should not give promises to voters to solve their social problems, but should be involved in the publication of laws aimed at solving these problems and monitor their implementation. The parliament itself should consist of professional lawyers, economists and others.
- In Soviet times, the parliament did not work at all. Deputies walked through streets and wrote in their notebook: where to dig a ditch, where to install a telephone box and more.
No, this is not the work of a deputy. His functions are to protect the interests of voters in the development of a law.
The main task of a deputy is to prepare the legislative basis that entrepreneurs and businessmen can enjoy. This is what the deputy should do. For this, in my opinion, experienced lawyers and economists should prevail in parliament. Parliament must be truly professional. It is advisable that candidates for deputies should be people, who understand the current problems and are able to solve them.
Deputies should learn the art of writing laws, or other normative acts. They must be professionals.
A candidate should not deceive voters with false promises of maintaining gas or electricity. He should create a legislative basis for enterprises and organizations that are involved in this. Then the work will progress. Every time you do not need to contact the deputy with requests for help to someone, open the barrier there, repair the road here and so on. We must “adjust the wheels” of this mechanism so that they rotate without external assistance
