Deputies adopt the law on public-private partnership in the first reading

On April 16, a regular plenary session of the Legislative Chamber of Oliy Majlis was held.

During the meeting, deputies of the parliament approved the conceptual draft law “On public-private partnership” in the first reading.

By a unanimous decision of deputies (93 votes “pro”), the working group of project developers was entrusted with completing the preliminary work for preparing and submitting the draft law for the second reading within a month.

The draft law “On renewable energy sources” (RES) introduced by a group of deputies on the basis of a legislative initiative was also a subject of discussion.

It was noted that the use of RES can be the only economically available source of energy for inhabited settlements located in remote, mountainous and hard-to-reach areas.

As emphasized during discussions, adoption of a separate law in this area will primarily strengthen the regulatory framework aimed at further widespread development and introduction of renewable energy sources, gaining confidence and ensuring the interests of foreign investors by creating a legal framework, guarantees for activities in this industry.

It will also serve as a system for consolidating priority areas and a set of state policy measures in the field of using renewable energy sources, increasing energy efficiency in economic sectors, the social sphere and the level of diversification of the fuel and energy balance, strengthening the country's energy security.

The draft law abolishes reference rules that were the cause of disagreement during its consideration in the first reading, and also the authoritative body of the sphere was specifically defined.
