Deputies develop the concept of state policy in the religious sphere

Jahongir Shirinov, the leader of the group of deputies who initiated the development of this concept, provided detailed information about the document. According to Shirinov, the introduction of religious-specific rules into social relations, undermining the equality of men and women’s rights, refusing to fulfill civil duties, rejecting social ethics, and disregarding national and universal values can be harmful. Other concerns include limiting access to medical services, scientific and cultural achievements, goods, and services, and the failure of some state officials to grasp the essence of secular governance, leading to the spread of ideas that threaten societal development, unity, and stability.

"Such situations pose a threat to the unity of Uzbekistan's people, society, and state. They may lead to non-compliance with the law, violations of others' rights, a negative shift in citizens' attitudes towards legal order, and erosion of patriotic feelings, which could escalate family disputes. The absence of a clear state policy in the religious sphere can lead to varied interpretations by the public, misrepresentation of secular statehood, and the intensification of societal conflicts. Moreover, ignoring scientific and technological achievements and their importance in state and societal development, along with failing to keep pace with the times, complicates the country's position in the global competitive arena," said Jahongir Shirinov.

The draft of this concept, intended for legislative approval, consists of 7 chapters and 41 articles. The aim of state policy in the religious sphere is to create equal conditions for citizens to exercise their freedom of faith, promote mutual respect and understanding among religious organizations of different faiths, strengthen interfaith harmony, and ensure religious tolerance and secularism in society.

The main tasks of state policy in the religious sphere are as follows:

- Ensuring equality before the law and preventing discrimination;
- Strengthening respect for the traditions of Uzbekistan’s multi-ethnic and multi-confessional population;
- Creating equal conditions for citizens' active participation in social life;
- Ensuring freedom of faith without coercively imposing religious views;
- Relying on secularism in the implementation of state policies, in line with the constitution;
- Regulating social relations and the activities of state services and civil society institutions based on secularism;
- Strengthening active civic participation in establishing religious tolerance and legality;
- Ensuring that state employees do not favor or discriminate against any religion in their professional activities;
- Developing the country’s science and culture based on global scientific and cultural achievements;
- Combating radicalization and preventing the spread of extremism and terrorism.

The state policy in the religious sphere is based on 6 principles: legality, freedom of faith, separation of religion from the state, equality, free thinking, and interfaith dialogue and mutual understanding.

The concept also identifies 3 priority areas for implementation:

- Ensuring the right to freedom of faith for citizens and strengthening interfaith relations: This includes ensuring guarantees for freedom of faith, coordinating cooperation with religious organizations through relevant state bodies, ensuring the safe conduct of religious rituals, supporting the training of highly qualified personnel, and creating conditions for teaching legal documents in religious educational institutions.

- Studying the scientific and cultural heritage of religions and developing religious studies and scientific research in the religious sphere: This direction focuses on training qualified specialists in religious studies, organizing educational and scientific activities in the religious sphere, supporting research projects on combating radicalization, extremism, and terrorism, and conducting sociological surveys to understand public attitudes toward religious and social processes.

- Combating factors that threaten citizens' freedom of faith and public security: This area aims to prevent religious radicalization, counter the influence of extremist and terrorist organizations, and promote the role of religion in society and state life through cooperation with media representatives. It also involves preventing the misuse of religion for illegal and political purposes, ensuring timely responses to violations of freedom of faith, restricting the spread of materials promoting religious and ethnic hatred, and preventing crimes influenced by religious intolerance.

According to Jahongir Shirinov, the concept’s development involved experts such as lawyers, historians, political scientists, philologists, philosophers, and religious scholars. The experiences of several foreign countries, including neighboring Central Asian states, were also studied.

The draft concept and the law on its approval were adopted by the deputies in the first reading, and a decision was made to submit it for public discussion. Deputy Alisher Kodirov noted that there are some issues related to misinterpretations and comments, but these will be addressed in the second reading.

It was noted that the document will be published on the official website of the Legislative Chamber.
