The President of Uzbekistan Shavkat Mirziyoyev approved the Concept of State Policy in the field of cooperation with compatriots living abroad.
The presidential decree notes that despite the importance and growing urgency for developing ties with compatriots, a number of problems still remain intact and keep on hindering fruitful cooperation and the full involvement of their potential in the qualitative improvement of the carried out reforms.
These include low levels of productivity and the presence of fragmentation in the organization of contacts between government agencies, lack of comprehensive and long-term strategy to support the activities of compatriots' organizations aimed at preserving and promoting the Uzbek language, culture and traditions. It also highlights insufficient attention to work with the youth of Uzbekistan studying abroad and lack of employment opportunities after returning to the country.
The document defines the following as the main objectives of the state policy of the Republic of Uzbekistan in the field of cooperation with compatriots:
• assisting in the implementation of the rights and freedom of compatriots abroad in accordance with generally recognized principles and norms of international law, the laws of the country of residence and on the basis of international treaties of the Republic of Uzbekistan;
• supporting the activities of compatriots aimed at sharing cultural, scientific and spiritual heritage of Uzbekistan, preservation and development of the Uzbek language, its culture and traditions in the countries of residence of compatriots and expanding their educational opportunities in Uzbekistan;
• development and strengthening of relations with compatriots and organizations created by them, wishing to contribute to the socio-economic development of the Republic of Uzbekistan and help build up its mutually beneficial and friendly relations with foreign countries;
• creation of favorable legal, social and economic conditions for the implementation of professional, including entrepreneurial, investment, scientific, educational and cultural activities by compatriots in the territory of Uzbekistan;
• attracting the potential of compatriots to support large-scale socio-economic and socio-political reforms in Uzbekistan, helping to further strengthen the international image of the Republic of Uzbekistan.
