Shavkat Mirziyoyev restructures Presidential Administration, adds five deputy head positions
Uzbekistan has approved a new structure for the Presidential Administration, introducing significant organizational changes, including the elimination of 284 positions and the streamlining of overlapping roles. Notably, five deputy positions have been established under the head of the Presidential Administration.
According to presidential press secretary Sherzod Asadov, the changes were formalized in a decree signed by President Shavkat Mirziyoyev titled “On Measures to Enhance Efficiency, Proactiveness, and Performance in the Public Administration System.”
The decree outlines the downsizing of the administration and its subordinate bodies by 284 positions, with an emphasis on optimizing redundant roles.
Under the new structure, five priority areas have been defined for the Administration’s work: education, business, the judicial-legal system, healthcare, and water resources. To effectively implement reforms in these sectors, the role of five deputy heads within the Presidential Administration has been introduced.
Additionally, new advisory positions to the president on strategic development and foreign policy have been created. Several departments have also been established to oversee areas such as financial technologies, digitalization and artificial intelligence, creative economy and tourism development, public safety and the rule of law, as well as organizing events, preparing analytical content for meetings and regional visits, and communications.
It is worth noting that the structure of the Presidential Administration had previously been revised in August 2023. At that time, the position of head of the administration was abolished, two new presidential aide positions were created, and the number of advisors increased from 9 to 11.
In July 2025, however, a new presidential decree reinstated the role of head of the Presidential Administration, appointing presidential aide Saida Mirziyoyeva to the position.
