Migrant children must pass Russian language exam

Children of foreign nationals must now pass a Russian language test before being admitted to school. The exam includes both oral and written sections, except for first-graders, who only need to pass an oral interview. Students must score at least 3 out of 5 points to pass. If they fail, they can retake the test only after three months.

SIM card limit for foreigners

New rules also impose restrictions on mobile communication. Russian citizens can own up to 20 SIM cards, while foreigners are limited to a maximum of 10. This measure aims to combat fraud, as some individuals previously registered hundreds of SIM cards under a single name for illegal activities.

Foreign driver’s licenses no longer valid

From April 1, foreign driver’s licenses are no longer valid for those who have lived in Russia for over a year with citizenship, a residence permit, or a temporary residence permit. To continue driving, these individuals must pass a theoretical exam at the State Traffic Safety Inspectorate (GAI) and obtain a Russian driver's license. The same rule applies to Russian citizens who obtained foreign licenses while living abroad for an extended period. Those who fail to exchange their licenses may face fines of up to 15,000 rubles and be banned from driving until they obtain a Russian license.

Deadline for legalizing migration status

Illegal migrants must legalize their status in Russia by the end of April. All migrants must regularize their legal standing by April 30, 2025. Those who fail to comply will be added to the monitored persons’ registry and could face deportation.
