Uzbekistan offers exclusive numbered ID cards, passports, and driver’s licenses at increased fees
The Ministry of Internal Affairs has proposed a draft resolution addressing the growing demand among citizens for passports, ID cards, driver’s licenses, and vehicle registration certificates with personalized number combinations. The initiative aims to enhance public service procedures by allowing the issuance of these documents with custom numbers at increased fees.

According to the draft, there is a rising demand among citizens for identification ID cards, foreign biometric passports, driver's licenses, and vehicle registration certificates with specific number combinations of their choice.
Therefore, the resolution may approve the following proposals from the Ministry of Internal Affairs:
- Introducing a system of issuing identification ID cards, foreign biometric passports, driver’s licenses, and vehicle registration certificates with popular number combinations at increased fees;
- Providing the public service of issuing identification ID cards, foreign biometric passports, driver's licenses, and vehicle registration certificates with desired number combinations through additional payments via technical devices and software.
The scheme for purchasing an identification ID card number at an increased rate for Uzbek citizens, permanent residents, and stateless persons through the information system is as follows:
- The applicant registers on the Unified Portal of Interactive Public Services or an electronic platform.
- The applicant selects a number from the electronic platform.
- An invoice number is provided for payment of the selected number.
- The applicant transfers the full amount to the given invoice number.
- Once the payment is completed, the purchased ID card number is linked to the applicant’s Personal Identification Number, and a notification is sent to their personal account.
- Upon receiving the notification, the applicant must visit a designated information collection center within 90 days to apply for and receive the ID card according to the established procedure.
