Gov’t to provide one-time allowance of 37.5 million UZS for families of crime case victims

The government has approved the regulation "On the Procedure for Ensuring the Social Protection of Victims, Witnesses, and Other Participants in Criminal Proceedings," which establishes the process for allocating and distributing a one-time allowance to support those involved in criminal cases.

The National Agency for Social Protection has been designated as the body responsible for implementing social protection measures.

The following circumstances serve as grounds for applying social protection measures to a protected person due to their participation in a criminal proceeding:

  • Death;
  • Infliction of bodily harm or other damage to health resulting in disability;
  • Infliction of bodily harm or other damage to health not leading to disability;
  • Property damage.

The amount of the one-time allowance is determined as follows:

  • In the event of a person’s death, their family members will receive an equal share of 100 times the base calculation unit (BCU), totaling 37.5 million UZS;
  • If a person sustains an injury leading to disability, the allowance will be paid according to the disability group:
  • Group I – 80 times the BCU (30 million UZS);
  • Group II – 70 times the BCU (26.25 million UZS);
  • Group III – 50 times the BCU (13.75 million UZS).

In Uzbekistan, the protection of victims, witnesses, and other participants in criminal proceedings is regulated by the relevant law.

Protected persons include:

  • The victim and their legal representative;
  • A witness;
  • A public prosecutor and a public defender;
  • A suspect, accused, defendant, their defense attorneys, and legal representatives;
  • A convicted person, an acquitted person, or a person whose criminal case has been terminated;
  • A civil plaintiff, a civil defendant, and their representatives;
  • Experts, specialists, interpreters, and witnesses.

The victim’s family members and close relatives may also be considered protected persons.

Protection measures may also apply before a criminal case is initiated to an applicant, a crime witness, or a person who assists in preventing or solving a crime.

According to the Supreme Court, in 2024, criminal courts in Uzbekistan reviewed 61,481 criminal cases involving 77,995 individuals, with 723 individuals acquitted and rehabilitated.
