Developers to build new apartments with centralized heating and electric stoves
Uzbekistan plans to improve energy efficiency in residential areas by connecting newly built apartment buildings to a centralized heating system and equipping kitchens with electric stoves. As part of a roadmap approved by the president’s decree on February 21, 135,000 apartment units set for construction in 2025 will be integrated into this system.

Additionally, electricity consumption for street lighting in residential areas is set to be reduced by half. Relevant proposals must be submitted to the Presidential Administration by April 1, 2025.
To improve elevator maintenance and service, each region in Uzbekistan will establish at least two specialized teams for elevator installation and maintenance. Furthermore, a training program will be introduced in every region, ensuring that at least 20 specialists are trained in elevator maintenance and repair.
During a video conference chaired by the president on January 23, it was noted that 18,000 apartments had yet to be put into operation due to being built with individual gas heating systems. Authorities were instructed to form a working group to assess each case and propose solutions to the government. It was emphasized that all newly built multi-apartment buildings should have centralized heating, with electric stoves for cooking.
“We support the proposal to encourage electricity as the sole energy source in newly built houses,” said Alisher Kodirov.
According to the Ministry of Construction, 120,000 apartments in multi-story buildings will be constructed across Karakalpakstan, the regions, and Tashkent in 2025.
Under the presidential decree of December 9, 2021, regarding the establishment of "New Uzbekistan" residential areas, 29,000 apartments will be equipped with centralized heating.
In New Tashkent, 15,000 apartments will be connected to a trigeneration system, which simultaneously produces electricity, heating, and cooling.
To meet the high demand for housing, 91,000 apartments will be built in key areas. New residential buildings in areas with centralized heating will receive technical approvals to connect to city boiler houses. In locations without centralized heating, new boiler houses will be constructed.
The Ministry of Construction highlighted several advantages of centralized heating systems, including flexibility in fuel use (natural gas, coal, fuel oil), greater safety and stability, and a 50% reduction in gas consumption compared to individual boilers.
President Shavkat Mirziyoyev also emphasized the importance of gradually converting newly built multi-apartment buildings into "green energy" houses across all regions. To encourage this shift, developers who sign contracts to supply energy through solar power plants will be exempt from profit tax, and loan interest rates will be reduced by 2%. This will lower construction costs for developers and make electricity more affordable for homeowners.
