Authorities clarify which traffic violations result in penalty points under new system

Uzbekistan has introduced a new penalty point system for traffic violations under recent amendments to the Administrative Code. The system assigns penalty points based on 12 specific articles of the law and was announced on February 25 at a press conference held at the Agency for Information and Mass Communications.

Erali Bozorov, deputy head of the State Traffic Safety Department, provided details on traffic violations that incur penalty points, explaining that drivers will receive penalty points for violating the following articles of the Administrative Code:

1. Article 125 – Violating vehicle operation regulations
2. Article 126 – Using vehicles with mirrored and/or excessively tinted windows or coverings that obstruct visibility
3. Article 127 – Unjustified use of sound signals, installation or modification of unauthorized sound or lighting devices on vehicles
4. Article 128-3 – Exceeding the speed limit
5. Article 128-4, Part 2 – Failing to comply with a red traffic light or a traffic controller’s stop signal
6. Article 128-5 – Creating traffic obstructions, causing hazardous situations, or driving into oncoming traffic lanes
7. Article 128-6 – Violating parking or stopping rules
8. Article 128-8 – Violating passenger transportation regulations
9. Article 128-9 – Violating overtaking rules
10. Article 129 – Participating in group movements that threaten road safety
11. Article 130 – Violating railway crossing rules
12. Article 137 – Leaving the scene of a traffic accident in violation of established regulations

Each violation carries a maximum of 2 penalty points. Points accumulate over a one-year period from the date of the first recorded offense and are automatically removed after one year. The government will define the official procedure for calculating and applying penalty points.

This system is expected to come into effect once the relevant resolution by the Cabinet of Ministers is approved.
