The plan includes implementing an effective primary healthcare service system across family polyclinics, family doctor offices, and community health centers.

The operations of multi-disciplinary central polyclinics will be restructured to serve as consulting diagnostic clinics within central hospitals.

Additional measures include the establishment of centralized laboratories, the complete transition of doctor appointment scheduling to an electronic format, and enhanced government oversight to ensure adherence to sanitary and hygiene standards. Additionally, dental services will be outsourced to the private sector.

This year, specialized medical institutions at the regional level will also be reorganized into modern multidisciplinary clinics with necessary facilities (beds) and improvements in management, finance, and organizational structures.
