Uzbekistan's shadow economy surpasses $40 billion

The shadow economy is divided into the informal and underground sectors. Specifically, the informal economy is valued at 383.64 trillion UZS (26.4% of GDP), while the underground economy accounts for 122 trillion UZS (8.4%).

The sectors contributing most to the shadow economy are agriculture, forestry, and fisheries, which make up 63.6% of the total volume. Close behind are construction (41.3%) and services (40.1%). In the industrial sector, the shadow economy accounts for less than 9%.

In September 2023, experts estimated the underground economy at $32 billion (about 40% of GDP), with the major contributors being the secondary housing and car markets, agriculture, informal trade, and services.

In July 2024, the Prosecutor General's Office launched a Telegram bot to combat the shadow economy, where citizens can submit complaints about violations and suggest solutions.

According to the Statistics Agency, the "hidden" economy in 2023 approached 100 trillion UZS, with 80% stemming from the services sector.

In October 2024, Deputy Prosecutor General Shamsiddin Sokhibnazarov revealed that nearly 10 trillion UZS had been brought out of the "shadow" economy since the start of the year.

In December 2024, Mubin Mirzaev, Deputy Chairman of the Tax Committee, announced that Uzbekistan aims to halve the volume of its shadow economy by 2030. In 2025, due to efforts to formalize the economy, the state budget is expected to receive an additional 20 trillion UZS.
