It was noted that this year, over 1,000 educational programs will be improved based on the programs of the "TOP-300" universities. Forty-five programs will undergo international accreditation. Universities will fully incorporate the services of Registrar Offices to provide comprehensive support for students. Additionally, 50,000 students will be involved in dual education programs.
The goal is to increase scientific potential in higher education to 55%, with plans to train 5,000 teachers abroad. The number of advanced engineering schools will be increased to 25, and the value of projects with industrial enterprises will be boosted tenfold.
During the presentation, officials provided details on the planned activities in these areas.
A new approach has been adopted in the admission process for higher education, following the principle of "test first, then selection." State scholarships will now be awarded based on students' abilities. At 40 financially autonomous universities, Registrar Offices have been established. As a result, staff positions in deans' offices and departments have been reduced by 20%, and 30 types of services have been digitized. Based on this experience, the establishment of such offices at other universities was recommended, along with the introduction of a unified digital system covering education and scientific services.
To strengthen the connection between education and practice, dual education is being implemented. Currently, 15,000 students are assigned to 957 enterprises. However, interest among companies remains low. Therefore, proposals were made to incentivize enterprises participating in dual education.
The president previously set the goal of establishing technical universities and advanced engineering schools in each region. So far, technical universities have been established in Termez, Andijan, and Karshi. Additionally, eight engineering schools have been opened.
At the meeting, projects for establishing technical universities in Nukus, Bukhara, Fergana, and Namangan were presented. According to the plans, new disciplines will be introduced, foreign curricula will be implemented, students' participation in scientific and innovative processes will be expanded, and partnerships with industries will be strengthened.
Overall, 22 technical universities will be established by consolidating 35 institutions in this field. By the end of this year, an additional 17 engineering schools will also be opened.
In recent years, the scientific potential of higher education institutions has increased from 41% to 45%. However, many scientific studies do not yet cover modern trends in industry and production. Therefore, directives were issued to prioritize key economic sectors when allocating doctoral quotas, and to improve the procedures for obtaining academic degrees and titles. The need to take the professional skills of educators to a new level was also emphasized.
