It is planned to develop a national program for reducing plastic pollution in Uzbekistan for the period 2025–2027. This is outlined in the draft "State Program for the Implementation of the Uzbekistan-2030 Strategy in the Year of Environmental Protection and the Green Economy," which has been put forward for public discussion.
Additionally, restrictions on the use of harmful substances in the chemical composition of plastic products are planned, as well as the introduction of coefficients for the use of recycled plastics in packaging. The draft document is to be developed by September 2025 and submitted to the Cabinet of Ministers by November 2025.
According to the draft presidential resolution on implementing the state program, by November 1, 2025, a draft law will be prepared requiring manufacturers and importers of plastic packaging or products in plastic packaging to introduce extended responsibilities. These include the collection and recycling of such waste through systems like "returnable packaging" and the installation of special collection points and equipment. Producers and importers will also be obligated to pay a recycling fee.
Currently, plastic bag usage is fully banned in countries like Kenya, Uganda, Rwanda, Tanzania, Eritrea, Malawi, South Africa, Mauritius, Mozambique, Bangladesh, China (partially), Taiwan, India (in some states), Fiji, Papua New Guinea, Bermuda, and the Bahamas.
Countries where plastic bag usage is partially banned or where high taxes on plastic bags are imposed include France, Italy, Spain, Germany, the United Kingdom, Ireland, Belgium, the Netherlands, Denmark, Sweden, Norway, Finland, Canada (in some provinces), the United States (in some states), and Australia (in some states).
