Digital copies of ID and other documents to gain legal recognition in Uzbekistan
Starting July 1, 2025, digital copies of identification and other essential documents will be officially recognized by state authorities and organizations across Uzbekistan. The new system, introduced under a Cabinet of Ministers resolution, aims to streamline document verification through unified digital services integrated into the "Digital Government" interagency platform.
The initiative will enable residents to access digital copies of key documents through the my.gov.uz portal and the "Social Card" mobile app. These services will become mandatory for use in both public and private institutions, reducing the reliance on paper documentation.
The unified digital service will encompass a wide range of documents, including:
- Biometric passports and ID cards of Uzbek citizens;
- Driverās licenses;
- Birth, marriage, and divorce certificates;
- Vehicle registration certificates;
- Pension certificates;
- Disability certificates;
- Insurance policies for motor vehicle liability;
- Educational diplomas;
- Proof of student status;
- Certificates of individual entrepreneur registration;
- Documents for self-employed individuals;
- Cadastral passports for residential properties;
- Vehicle use authorization documents (power of attorney).
The resolution specifies that digital document copies will replace paper versions in various scenarios, such as:
- Banking services;
- Notary services;
- Internal flight check-ins at airports;
- Train travel within Uzbekistan;
- Corporate and public services requiring document submission.
The government has emphasized that the move will ensure the documentsā validity and accessibility without compromising security.
