Uzbekistan sees 20.3% surge in tax revenues in 2024
At the end of 2024, tax revenues in Uzbekistan increased by more than 20%, with the largest gains recorded in taxes on profit, property, and the use of subsoil and water resources, according to the press service of the Tax Committee.
Over the past year, tax payments amounted to 199.6 trillion UZS. Revenues grew by 24.4% in the regions and by 37% in districts. The highest growth was recorded in Tashkent — 27%, Syrdarya region — 25%, and Tashkent region — 23%.
The breakdown by tax category, compared to 2023, is as follows:
- Profit tax: 52.7 trillion UZS (up by 29.1%);
- VAT: 39.6 trillion UZS (+16.4%);
- Personal income tax (PIT): 35.4 trillion UZS (+18.3%);
- Subsoil use tax: 20.2 trillion UZS (+31.8%);
- Excise tax: 17.8 trillion UZS (+17.4%);
- Non-tax revenues: 15 trillion UZS (no growth observed).
Among other revenues:
- Land tax: 8.2 trillion UZS (+19.2%);
- Property tax: 6.8 trillion UZS (+33.5%);
- Turnover tax: 2.8 trillion UZS (+17.6%);
- Tax on water resource use: 1.2 trillion UZS (+48.3%).
According to the Tax Committee, 64,500 small business entities facing temporary financial difficulties resumed their activities, and 134,800 new enterprises were created.
“In addition, thanks to the Auto-Cameral system, voluntary adjustments amounting to 37.9 trillion UZS were submitted, reflecting the tax base and helping to avoid financial sanctions totaling 13.8 trillion UZS,” the committee's statement reads.
Currently, 100% of invoices and receipts are issued electronically. For instance, VAT reporting is 93% automated, while reporting on property and land taxes and turnover tax is 100% automated. Trade turnover through e-invoices (with VAT) increased by 17.3% over the year. More than 1 billion UZS worth of receipts were issued via online cash registers, with a turnover of 261.1 trillion UZS.
Through the “Sunny Home” service, subsidies amounting to 11.6 billion UZS were provided to 10,200 users, and through the “Social Cashback” service, 135,700 users received VAT refunds amounting to 24.6 billion UZS.
The Tax Committee also noted that more than 31,000 entrepreneurs improved their sustainability rating over the past year. The total number of entities with high ratings increased 4.5 times, exceeding 7,500. Over 1,100 entities with a "AAA" rating received VAT refunds of 1.9 trillion UZS within one day without inspections.
“In 2025, the goal is to ensure tax revenues of 224 trillion UZS,” the tax authority stated.
Next year, plans include improving taxpayer services through digital transformation, developing the mahalla and enterprise level principles based on KPIs, enhancing tax control to combat the shadow economy, monitoring expenses, and implementing tax monitoring for enterprises with significant state involvement.
