The incident occurred at the Bekabad city police station, where a police officer beat a citizen to death. Kun.uz has reviewed the court’s ruling in the case.
According to the court’s ruling, Firdavs Murodullaev, 33, served as a preventive inspector in the Bekabad City Police Department’s Crime Prevention Unit from January 2022 until July 1, 2024. Although a law enforcement officer, Murodullaev exceeded his official powers.
On June 19, 2024, at around 5:30 PM, brothers Dilmurod and Dilshod Yusupvaliev were forcibly taken from the Bekabad city court building to the police station after they resisted the legal orders of officers. Murodullaev took Dilmurod Yusupvaliev into an interrogation room, twisted his arms behind his back, bent him over, and struck him in the abdomen with his knee. He then knocked Dilmurod to the ground and beat him in the face and stomach, inflicting severe injuries.
Later, knowing there were no legal grounds to detain Dilmurod and Dilshod, Murodullaev still managed to force them into a holding cell. Dilmurod Yusupvaliev died at the scene as a result of the injuries.
Murodullaev continued his violent actions by hitting Dilshod Yusupvaliev in the left ear while he was in the holding cell. Additionally, while Dilshod was speaking with Inspector M. Imamkulov in the police station corridor, Murodullaev struck him twice in the face and ear, causing minor injuries.
At trial, Murodullaev denied the charges, claiming that the initial accusations were incorrect and that it appeared as though he had beaten Dilmurod, though he had not. He admitted to hitting Dilshod in an attempt to restore order, and he expressed his willingness to pay compensation for the material and moral damages caused to the victims’ family.
Murodullaev’s guilt was confirmed by witness testimonies and other evidence.
The court found Firdavs Murodullaev guilty of deliberate bodily harm leading to death (Article 104, Part 3, "d"), deliberate bodily harm (Article 109, Part 1), and exceeding official authority (Article 206, Part 1). He was sentenced to 9 years in prison, with the additional penalty of being banned from holding leadership positions or working in state organizations for three years. Murodullaev is to serve his sentence in a general-regime correctional facility.
What actually happened?
On June 19, 2024, 43-year-old Dilmurod Yusupvaliev, who had been taken to the Bekabad city police station, died. According to the Tashkent Regional Internal Affairs Department, Dilmurod and his 46-year-old brother Dilshod were accused of inflicting serious bodily harm. The two had attended a court hearing for their younger brother, where he was sentenced to imprisonment, which angered them and led to a disturbance in the courtroom.
To restore order and ensure public safety, police officers from the local precinct were called to the scene. Three officers who arrived were able to de-escalate the situation, and the individuals involved were taken to the police station for official documentation.
Dilmurod Yusupvaliev lost consciousness in the entrance area of the police station and was later rushed to the city hospital, where he was confirmed dead after medical examination.
"They beat him to death in front of my eyes"
Dilmurod Yusupvaliev’s brother, who witnessed the incident, told Kun.uz that his brother died as a result of beatings by police officers.
"One of them grabbed me by my pants. I’m not a young boy; I told them to let me go. We went to the police department together. As soon as we entered, three officers grabbed my hands and twisted them. Two of them twisted my brother’s hands, one hit him with a baton, another kicked him in the stomach, and a third hit him from behind. Then my brother fell. He said, ‘Call an ambulance, I’m feeling bad.’ They started beating me as well, and I fell. I shouted, ‘Call an ambulance, he’s feeling bad.’ Then one of them hit me in the ear with a baton. They beat my brother with the force of 5 or 6 people, all of them young. Three kicked him in the legs, and one kicked him in the back. They were beating him near the door of the ‘Nolovka’ room," he recounted.
Subsequently, one of the police officers involved in the incident was arrested.
