Uzbekistan introducing liability for installing illegal road barriers

At the plenary session of the Legislative Chamber of the Oliy Majlis held on December 17, a draft law aimed at ensuring road traffic safety was adopted in its second reading.

The draft law includes provisions to prohibit the movement of motor vehicles (excluding special-purpose vehicles) on sidewalks, pedestrian and bicycle paths, and adjacent green areas.

It also introduces liability measures to address cases where residents install illegal barriers and other structures that obstruct road users’ movement.

Amendments are being made to Article 128 of the Code of Administrative Responsibility, modifying its title and first disposition, to establish liability for drivers who operate vehicles on sidewalks, bicycle lanes, pedestrian paths, or green areas.

Additionally, amendments are being made to Article 147 of the Code of Administrative Responsibility, changing its title and the first part of its disposition, to establish liability for installing illegal barriers, blocking roads, or placing other structures that obstruct the movement of road users.
