Uzbekistan introduces reforms to ease burdens on small business owners
On November 4, President Shavkat Mirziyoyev reviewed proposals aimed at strengthening the legal protections for entrepreneurs. Key reforms, set to take effect by January 1, 2025, will enhance the regulatory framework and ease administrative burdens on business owners.

One of the main changes includes eliminating financial penalties for conducting business without registering as an individual entrepreneur (YATT). Moving forward, each violation will carry a single corrective measure rather than multiple penalties. Additional administrative fines for breaches of digital labeling rules, fiscal markings, and employee reporting requirements will also be removed.
Starting from March 1, 2025, partial refunds on state duties will be introduced for cases resolved through mutual agreements in court, simplifying dispute resolution processes for businesses.
The reforms will also define a list of authorized bodies and their inspection areas for business oversight, restricting inspections to only those areas explicitly listed. All inspections will be conducted through the “Unified State Control” information system, ensuring transparency and notifying entrepreneurs in advance.
Furthermore, a “Risk Analysis” electronic system will categorize businesses into three risk tiers for more targeted inspections beginning January 1, 2025. The initiative also includes measures to prevent unauthorized inspections and improve the qualifications of supervisory staff.
